Go to control panel and click on “change what the power buttons do” in the Power Options.

Scroll down and you will see an option “turn on fast startup”. Make sure this option is checked/ticked.

Now go to the desktop and make a new shortcut. In its location, give the following.

%windir%\System32\shutdown.exe -s -hybrid -f -t 00

Save this shortcut with any name.
