Sign Out of iCloud from all devices

Apple says that you should sign out of your iCloud account on all your devices and then sign in. This has fixed the iCloud uploading stuck problem for many users, but this might not be a permanent fix for many users. But you should try this solution and see what it gives you.

Clean the Library

Disable the iCloud Photo Library and then delete the remaining photos from your device using the image capture . Albums cannot be deleted by this so keep them on your phone. When you disable iCloud photo library, the phone will give you a warning. Go and tap on “Remove from iPhone”. Why? Because the intent of this solution is to first clean the library of your device and then start things afresh.

Note: making a full deletion of photos from your device is the way to make this solution work.

Now make sure the library is empty and then enable the iCloud photo library using the toggle button.  The phone will download the items from Cloud to your phone.

You can now check by taking a photo on your iPhone. It will be uploaded to iCloud library at once.

Check and See Synch Process by opening apps

Switch to the Photos app in your iPhone, and open photos and you will see them getting synched with the iCloud. You can open iCloud.com/photos by logging in your Mac and open iPhoto app on your Mac to see the photo upload process. When you open these apps, suddenly, the photos upload process gets a speed and everything works fine.

Turn Off iCloud Library and then On

You should try switching the iCloud Photo Library synch off and then on. If iCloud photo library synch is ON, turn it off and wait for a few minutes and then turn it on. This should fix photo library uploading stuck issue in iPhone.

Manipulate Wifi

Turn off the iCloud photo library from your iPhone. Remove or download the photos depending on which ones are already saved on your other devices.

Forget your home network by going to Settings-> wifi->choose home network->”forget this network”

Now turn off the Wifi from your iPhone.

Turn off the iPhone, wait for a few minutes and then turn it on.

Connect to Wifi and then turn on the iCloud photo library.
